AFAIK, this is the markup stream editor (normaliser)  used by
jade package. Unless you are writing docbook format documents
may not be of much use to you. To confirm if it from jade see
for other executables with the jade package like jade, nsgmls
spam, sgmlnorm, sx, spent etc. 

Check out if you have jade installed ... then that is it !
