Once upon a time there used to be a software called diald
to do this. Looks like it is dead now. Incidentally, the latest
pppd can do dial on demand.

No wonder. ip-up.local is called *after* the ppp link is
established. wvdial dials, then calls pppd which negotiate
the ppp link. How can wvdial run from ip-up.local?

Use pppd to dial, and use its dial-on-demand features. Your best bet.
