I guess oracle is better entity to answer that question. Why don't you read 
some info. on oracle web site.

AFAIK, oracel comes with two licenses, one is number of users connected to 
database and other for number of CPUs in the database server. It's said that 
the later model is cheap when number of concurrent users are more than 20.

Secondly this is about oracle database server. Oracle has hell many products 
tagged as 9i. I hope I am talking in the same context you assumed..
