Sure.. only if you get enough votes behind it.. The percentage is of votes and not facts... If KDE is bloated and konqueror is slow but I can DnD files between 15 ermote servers, then I would rate it fastest too.. Think how much time it saves..;-) Not to say that I actually admire KDE..but..
