caltiger was offering a lot of such services ... don't know if fax to e-mail was one of them. But if such a service requires to provide you with a unique fax number (no extension) ... then I doubt if it'll exist since it'll cost them nearly 250 rupees a month and a couple of thousand rupees deposit to just get the phone line. You can always run your own such service though pretty simple using linux.
