There are multiple reasons.

1)Floppy is not formatted
2)Floppy is formatted but not with ext2.
3)Very rare but may be floppy is bad. Not that floppy being bad is rare but 
rarity is to getting a misleading error message.
4)Are you root?

And BTW, IMO using floppies under linux is bad idea. Never worked for me. Today 
morning I tried copying few rtfs to floppy. Linux gave I/O error but in windows 
it worked. I guess linux f*cked it bit too hard..
