This is rather unusual ...  could you have a look at
/var/log/messages, and  see if you can find anything
strange ? 

Also kindly state  your distro,  kernel  details and 
how you are dialing in. 

Usually there is hardly a situation where one has to
hard boot. A tty may get stuck, but it  is  possible
to get to  another console [Ctrl-Alt-Fn] or [Alt-Fn]
log in as root and kill the  offending tty/ program.
