Check the archives of Linux-bangalore-technical list .. you can get the
links from http://linux-bangalore.org/ ... sometime last week there was a
post with detailed instructions on how to setup quickcam under linux (the
thread was about gnomemeeting IIRC)

you can view the output from your webcam using xawtv or any other v4l 
software I suppose

I use vidcat (part of w3cam) to capture images.

I've never tried to record a video though... 

you can use gnomemeeting(http://gnomemeeting.org) to communicate with 
people using netmeeting.
