Although I am in tune with the thread, IMHO not allowing users to change 
their passwords does not seem a good idea to me. Much has been said about 
devicing good passwords and the need to change them often, i am yet to read 
about reasons for *not* changing the passwords! Probably that might be the 
reason, Mr.Bish, why no switches are built into passwd for user selectivity 
;-)
