There is no native support within the Linux  kernel  for  most of
the aztech cards. You may try OSS commercial drivers which proba-
bly supports the 3228. At times SB drivers work, just  try  those
out, the ones which mathc the IRQ and DMA numbers for your card.

Which dialer are you using ? The most common reason for this is
trying an ATDT on a pulse dial line (ATDP) ... check it out.
