openssl is an open version of the ssl libraries.  you need it for 
anything ssl related.  mod_ssl is the apache ssl plugin.  you need it if 
you want your apache server to be ssl aware.  mod_ssl requires openssl.  
if you intend to write and compile any ssl apps, then you'll also 
require the openssl-devel package.
