I fail to see how that makes a difference. You tell your dial-up users
what phone number to dial, what username/password to use etc., don't you?

I really don't think adding a setting in IE/Netscape etc. is that much of
a fuss.

You have been giving absurd justifications to achieve something the
authoritative documentation says is not possible.
