There are two things which need to be done - one is have a list of working and preferably with fast access to CPAN mirrors and to have a updated list of modules and their current version numbers. The LOST tip which Bish was referring to is about changing your CPAN configuration if the list of servers is invalid or you would prefer to have a different one now. As for the module list it is updated after a certain period from the last update date ofcourse only when you are running CPAN and are trying to install or search any module.
