Dear Vicki,

I feel that the web server should never get IP from the DHCP server. 
Servers should be allocated a fixed IP and that IP should be excluded from 
the range of IP addresses that is there at the disposal of the DHCP server.

Secondary DNS is a DNS server that works as a backup of the primary DNS 
server. Yes BIND can work as a secondary DNS also.
