Too long. Depends on the newcomers, but I would give them a year to
develop enough skills in all these to put on a production server.
Postfix is the easy part, postgres is not too hard (stick to standard
sql as far as possible), HTML can be done, but doing Perl (or anything
exposed to a harsh untrusted environment like the net) correctly is
tough.
