You can try www.linuxfromscratch.org and www.gentoo.org I am also developing a distro which can be on bootable cd or a(few) floppy(s). I want to set it up like win98 bootable dist. You can do everything with win98 bootable except accessing NTFS partitions.
with recent version of kernel i want to enable readonly access to NTFS partitions.
