I am trying to build a small linux distro which can be on bootable cd or a(few) 
floppy(s).

There are some good sites for this. 

I am trying to make a linux distro exactly like win98 bootable. You can do everything 
with win98 bootable expect accessing winnt partition. I want to overcome that also. I 
am planning a distro which can access winnt, ext2/3 and vfat partitions. Which can 
play with MBR and partitons.
