You need just one mailserver advertising STARTTLS (with certificates and
all). The other mailserver just needs to be linked with SSL libraries of
some kind, and need not advertise STARTTLS at all. If an SSL linked MTA sees
a remote mailserver advertising STARTTLS, it will send TLS encrypted mail.
