Did not get your question correctly.  Which of  these are you
thinking of?

a) Making a floppy based distro ? Then have a look at busybox
   The docs give you a good start with half the  needed utils
   in a multi-function binary. Also look at tinylogin .. Both
   are linked on freshmeat.
   
b) A boot floppy for your CD based distro? Have a look at LFS 
   (linuxfromscratch), or boot floppies of major distros like
   Slackware (LILO based), debian or RH (syslinux based).   

I have the experience of cooking my own  floppy  based distro
for rescue disk and net access, running directly from ramdisk
on any Intel based platform.
