For copying the MPEG file from VCD to your hard disk, get the package
"vcdimager". Also "cdrdao" (http://cdrdao.sourceforge.net) may be used
instead.
For editing it, there is a software called MainActor. It is a commercial
software, you can purchase it if you have $. I haven't tried it, but I also
heard a demo version is available.
There are also some free command line editors available.

2. mpgcut
Both are available at sourceforge, I think. AFAIK, both are GOP (Group Of
Pictures) based, which means that you can't manipulate frame by frame.
