I guess that's upto you. If you are talking about everybody able to 
read/write/delete files in repository, try reading about 
$CVSROOT/CVSROOT/readers[writers] file.

A lot of administration can be done using files in $CVSROOT/CVSROOT. Get CVS 
manual from cvshome.org and try it yourself. It shouldn't be a big issue..
