Well, I found out the problem.The thing was httpd should run with 
the define option set i.e

I removed <IfDefined PHP4></IfDefined> from the httpd.conf and put 
AddModule module/mod_php4.so directly.It worked.

Then I included <IfDefined PHP4></IfDefined> and ran with httpd -D 
PHP4 then also it worked.

And for MySql I had to change the ownership of the directory 
containing mysql.lock to root and mysql.I got to know this from 
the mysql_install.html.Thatzit.It worked.I just had to read the 
docs carefully before installing.
