This will depend on the level of expertise you can throw at the solution. With Linux, you have the guides at http://www.LARTC.org With FreeBSD, you have IPQ and ipfw. this is a FAQ, so google shoudl help you out on that. You could go for a commercial device like a packetshaper (but it seriously sucks) with a pretty web interface.
