The difference between CC: and BCC: is that the first MTA has
information about both CC and BCC recipients in the SMTP envelope, but
the BCC information is not present in the RFC2822 headers.

i.e., 
rcpt to: <[EMAIL PROTECTED]> has both cc and bcc users, but the internal
(message) headers do not have that information.

There is a difference in SMTP envelope, and email headers :).
