I don't think what I am suggesting are the only causes for this message, but I have generally found that it is one of these: Try "/etc/rc.d/init.d/sendmail status" Quite often a stale pid file is left behind. If it tells you that sendmail is not running but subsys is locked, there seems to be something wrong with your system. Check that the partition(s) that hold(s) the sendmail logs and mail files have enough room. I also got this message when my system was configured as an open relay and was being used as a source of spam. In this case, my mail queue was clogged up and was stopping mail from freely flowing through. Hope something here is of some help.
