I have observed that the physical size of an 11 point font in mozilla is different than that viewed in Konqueror or M$ IE. The 11pt font looks much smaller in mozilla than in konqueror. IIRC, the default font size '3' corresponds to 12pt font. Also, for decreasing the font size, if <font size="2"> is used instead of actually specifying the font in points, then it looks almost same in mozilla as well as konqueror.
