For Avoiding there quite a few solution you can use .... like using RBL... or using SMTP AUTH .....I would not recommend your suggestion for stopping SPAM.

Can we limit any user from sending the amount of mails in a day or in a
week
through sendmail or Exim. If yes, then how to do the same.
I want to know this inorder to avoid anybody from using my smtp for spamming.
