Yes you do need a license. It is called as GPL. 

It allows you to install as many copies as you wish from a single media.

Of course, if you are willing to pay and you can afford to, I recommend buying 
a box-packed distro. like RedHat or Mandrake. 

Spendig 5000-8000 Rs. on any of thse would be worth for the value you get in 
return. And remember this is not per seat licensing. You can install as many 
copies as you want. But this cost is to pay for effort that goes into 
integrating free apps. in a single, out-of-box usable bundle.
