First thing: many people recommend against using WinZip for tarballs. Try getting UnixTools package for Win32 if possible. Or maybe WinRAR will work fine with them.
Next thing: If the install instructions say that you'll need to compile/make the source, then you'll need (probably) gcc as well.

I downloaded a tarball, xyz.tar.gz from a site which tells that this tarball

based, and tried to have a feel on the product on Windows environment. But

Im doubted if the reason is due to that, the product has not been built in
windows enivironment and so some .dll or libraries may be missing.
