This might be because of 21 port on firewall machine is not forwarded to
LAN_IP or similar.

Try this one on FW_Server..

iptables -t nat -I PREROUTING -p tcp -i iface_name -d firewall_server
--dport 21 -j DNAT --to LAN_IP:21

iface_name = incoming connected with internet on FW_Server
LAN_IP = where you would like to forward ftp request
