Yes.
If you do not trust your system administrator, don't use the system.
If you do not trust the network administrator, don't use the network.

Or if you really can't trust two people working on the same network, use
a trusted OS (thats a military term, Microsoft's implementation is
called Palladium while Solaris and HP call is Trusted Solaris|UX. Linux
equivalent is SE Linux, or anything else supporting MAC via the LSM).
