I actually don't see a point in creating a local NG. What exactly will it try to do? How exactly is a NG different from a mailing list other than the fact that it will be less accessible to people, compared to mailing lists. I find the existing *nix NGs in comp & alt very well organised... So are these NGs to promote localisation?
