 By keeping entry of ip in access db file you block the ip
 for all the domains in the server. Problem is ip is network level
 and your domain is application level aware tcp protocols.
 If any smtp proxy is sitting between sendmail and net it might
  be easier. Abstractly looking the problem virtual hosting of
 services are not separeated by separate configuration files.
