Please clarify, if:

a) Is yours a Linux only box or a dual boot ?
b) Can you boot from rescue floppies (probably made during the
   installation process ?

Probably, you have in incomplete or aborted installation and
the map installer was either NOT  initialised or incorrectly
initialised.  The map installer is the program you run under 
Linux to put all files belonging to  LILO at the appropriate 
places and to record information about  the location of data 
needed at boot time ...  This  program  normally  resides in 
/sbin/lilo.  It  has to be  run  to refresh that information
whenever any part of the system that LILO knows about changes, 
e.g. after installing a new kernel or new installation.

Probable escape routes could be:

a) For a dual boot system, dual boot through loadlin (9x and
   ME) or through boot.ini (NT/ XP)
   
b) For stand alone box, boot through you boot floppy, set up
   your /etc/lilo.conf and re-run "lilo -v". Setting compact
   in the config file would help. Something like:
   
   boot = /dev/hda2
   compact
   image = /boot/vmlinuz     ..... and so on ...
