Running 'startx' from PuTTY console on a winmachine will fire up X on the Linux machine you are PuTTYing to. I've tested this in RHL 7.1, wherein you can also shutdown and reboot the linux machine remotely. However, if you really want to display X on the remote linux box, you must do "startx &" and then run the graphical apps through PuTTY command line. Simultaneously, you can get someone use the X on Linux machine in normal fashion as well.
If you are unable to use SSH altogether, first check if it is running as a service already:
ps aux | grep "sshd"
If not, turn it on with "service sshd start" first.
