cd /etc/xinetd.d edit the file telnet where the line contains disable = yes to no. If it is not there you have to install it. If you connect the same to internet and use it over public linesit is insecure. Because the channel is plain text communication.
SSH is a replacement for that. you need to download putty for ssh to use.
