o AFAIK, non-destructive re-partitioning of an ext2 partition is
  not possible.
  
o Here is a possible workaround to create some space under /usr.
  It would be possible to create space by moving tomcat to /home
  and placing a symlink at /usr/local for it. viz:
  
  # cd /usr/local
  # mv tomcat4 /home
  # ln -s /home/tomcat tomcat
  
o Things should work fine after next boot. Attempt this if yours
  is a stand alone box and number of users  would  not  increase
  with time.
