I got the solution. There is one utility wvdial in linux which does it for us.
I made a gtk+ front end for wvdial which does dialing to any telephone. I am testing the same and refining the GUI. I can provide it public once it is ready.

Instead of your ISP number use your mobile number in the connection
setup. If it (mobile) rings it (Computer) dials!!!!!
