There are a few programs that claim MSN Messenger compatability in Linux

There is no mIRC for Linux, and probably never will be. There are many
other IRC clients available for Linux; just do a google search. If your
client is really bent on using mIRC, you can advise him/her to use Wine --
mIRC will run through that. You can download Wine from:
http://www.winehq.com/
