You asked how to block messages, and sending them to /dev/null
(effectively deleting them) does just that.  If you want to save them in
the event of false positives, read the documentation and sample
procmailrc's easily accessible online.  At the end of my .procmailrc, for
example, I have the following rule for any email that didn't match
previous cases:

    :0
    |/usr/bin/dmail +possibly-spam

Don't simply cut & paste that into your rc.  Read the documentation and
understand how procmail works.
