I don't no who are the main culprits. Since the call for subscription is
for a magazine, then the magazine itself is responsible. Or is there
some other agency which handles this? 

BTW, this is not restricted to PCQ alone. You go through any
subscription offer of any mag, you see this trend.

Another example: Many IT mags quote 17" Samsung monitor (if offered as a
prize, review, etc) with a price tag of 10K. On street, it is about 7K.
