Not really. You could check whether the size of the pipe to your ISP (the point to point link) has been changed to 256Kbps using iptraf(one side client mode and other side server mode; between your office and your ISP servers...).
There is no real test for ensuring that your "bandwidth" is 256Kbps to the internet... You could however run MRTG and poll your router for the traffic utilization. This over a period of time should be a good indication of what you are getting from your ISP.
