You could probably run Z-Modem in the telnet session with the appropriate characters escaped. However it's still a kludge -- you're better off using ssh (my opinion).
there's stuff like tftp, rcp etc as well.
zmodem needs a serial link (dialup using a terminal emulator like hyperterminal / serial console etc), right?
