Plug-in the modem to the serial port I assume.
Switch it on.

A very crude method to check if the modem is
responding is to send some data to /dev/ttyS0 (COM1)
or /dev/ttyS1 (COM2) serial ports.

eg.
$ echo 'Modem Check' > /dev/ttyS0

While executing the above command, check if the modem
light blinks. I figure it should be the RD LED.

Then theres always the minicom(1) utility.
