The 3 button emulator is only for mice that don't have a 3rd button.
Please specify if you're using a serial port / PS2 port / busmouse and
whether it's 2 / 3 buttons.
An example of the config for a 3 button serial mouse on X 4.x would look
like this:

Driver "mouse"
Option "Device" "/dev/mouse"
