If the client is not configured with the dhcp server address, then it will
broadcast the packet in the network and if suppose two dhcp servers are
preesent, then both will reply with an address from their pool. But the
client uses the first dhcp rply packet, so obviosly the second one will be
of no use and that address cannot be allocated to any other clients untill
the lease time gets expired.
