They are few Indian sites I know of. Google out and you'll probably find many more.
"Getting latest GNU/Linux version" may seem something vague to point. There are
Linux "distributions" (being based on the Linux kernel and use a large share of GNU
software) like Debian, Redhat, Suse, Gentoo, Slackware, Mandrake and scores
other. You probably need one of those distributions. Just like you don't buy "any" TV,
you buy a "certain brand" of TV.
