IN the new Winscp version 3 the Sftp allows the auto resuming facility

so the SFTP surely does :-)

Is it possible to resume a broken download with sftp? What I'm looking
for is the equivalent of the REST command in ftp. 

The sftp documentation does not mention that this command is available.
