Check with a local radio link provider or if you want it really cheap, put up a linux box on both ends, set up multilink ppp and add modems depending on the bandwidth requirements. If you can spare old_to_be_discarded boxes, then the cost can be capped to a very low amount, otherwise a radio link should cost just as much.
