Try listing it as mounted on a loopback device, in /etc/fstab/



/etc/fstab is only read by rc.sysinit after init starts. And th process of mounting is only done by the mount() syscall of a running kernel. Maybe the device /dev/hd{a-d} can be accessed instead. Or maybe the bios routines has some way to access the CDROM.
